Player to Player feedback in Game
If this has been suggested before, I couldn't find it with the search, so here goes.
A feedback system that would allow you to rate other players if you've had some sort of interaction with them - ie trade, pve team or pvp team. Kind of like what you see on XBox Live. So, as you're selecting team members for a mission you can see between the two tanks you're choosing one "quits early" all the time, and the other doesn't have a negative mark against him.
I feel like I have too many false starts during missions because of bad players, and it can take far too long to find a good team. This would help, I imagine.

/signed

Then don't use random people. Use H/H, which is sufficent for the entire game, or get guildies if you really need to. This system is just going to get abused by the aforementioned random/stupid people. Think about the fail W/Mos who upon dying blame the Monk.

Don't use random people? Have you played Guild Wars?
It's not as easy to just "get guildies" or "use H/H", which may be convenient, but not appropriate in many situations. Or fun for that matter. Having a way in which to measure the potential of the random people you will inevitably team with in game would do a world of good.
Depending on how it was implemented, of course it could be abused, but that doesn't mean it wouldn't be a welcome addition to the game. I'm not giving a detailed description of how it would work, I'm speaking only in general terms. Ideally, if you had a feedback system that wasn't/couldn't be misused, wouldn't you appreciate its input in your decision making? Of course you would.

I don't like the Dishonnorable Combatant System or /Report System simply because of it's automated nature as well as unmonitored abuse towards others. More unwatched implementations will only add to the pain and will make gaming unpleasant as well as unworthy.

I can just see how this system could get exploited and screw over alot of people.
In short too many 12 year olds bitching at others just like on Xbox live.

I see this as a way to further decrease your Social Record in the community. It would be good in some ways, but more negatives outway the pros.
In short, /notsigned unless you can make it flawless.

Like others have said, the abuse potential is terrific.
"OMG YOU'RE NOT RUNNING THE WIKI BUILD I WANT!" *negative mark
"OMG YOU KICKED ME FROM YOUR PARTY!" *negative mark
The negative marks would, I suspect, accumulate faster than the positive marks, simply because people complain more than they compliment.

I've played several thousand hours starting from about halfway though 05. Haven't pugged since maybe the end of that year. I've achieved every PvE related achievement (barring EotN, which I can't be bothered doing) without the use of guildies (essentially been guildless). H/H was sufficient for all HM stuff in Proph/Factions/NF. Pugging isn't inevitable.

Ideally we'd be able to have a society where there is an absolute 0% crime rate where everyone can live in peace with each other. My point? It's not that easy. Do whatever you like, but it's basically impossible to make a useful easy to use judgement system that isn't abusable. Present a system that satisfies those requirements, and then I'll have another look.

This has been suggested, but that was around the release of Factions so that's a while back.
As much as I would like this, it is prone to much trashing. You can argue that it's not like that on the Xbox, well the Xbox with Live costs more than Guild Wars and you are monitored on Live so you can lose your account, sure you meet your jackass once a in a while but it's not an issue there. As much as Guild Wars is trying crack down on bots, this is something way more difficult to deal with.
Plus what are you going to do? I want to rate this person badly because he sucked! That holds too much bias, and that can be labeled on everybody just because someone wants to. What a crappy system...
Plus this would deny many to join a group, if you go the the Heroes' Ascent, you would know this.
And I would also like to say that these systems don't improve games, they destroy them.

rofl. no I don't think this would help as people have a tendency to be rude, obnoxious, azzholes. Yes, you find some nice people in game, but I can honestly see how badly this system would be abused.
"Oh this person won't sell me that item for way less than its worth, I'm going to rate them poorly"
or
"Well that person booted me so lets give them a low rating" or even "That person's skill bar looks like sh*t, they must suck so lets rate them low"
If you have that much of an issue getting through missions/quests with people - H/H it. Or, join a guild that enjoys helping each other out and playing together. The you have fun, reliable people to play with.

Automated systems that are only monitored by piers exist to be abused and only exist to be abused.

It might be fun to be able to leave tags on characters for the player/other people to view. It could take the form of a title. Like funny comments from friends or messages you can receive even if you're offline when it's sent.
However, as for the original idea, it's too open for abuse as many others have said. People are far too thin-skinned on the internet. I'll have black marks all over my account for sassing the wammo or telling off-color jokes in local. Even if I escape that, I'll get bad marks from my good friend who thinks she's hilarious, and then I'll have to leave her some too. :P Even if you play well, if someone decides you should be running a different elite or playing a different role, they'll give you a negative rating just because.
